There is no such thing as a "RDP" (like you're describing it), it's simply a term used by blackhats that crack VPS logins that allow the remote desktop protocol. Either way, you'll be getting a Windows VPS, but if you buy a "RDP", the chances of it being hijacked or re-claimed is high.
VPS = running your own insallation of the OS with your own guaranteed server resource
RDP = Yes, it means Remote Desktop Protocol, but in the commercial use, it means an account at windows machine where you have access to install and run programs, but you are not the admin of the server and you are using shared resources
For your particular purpose i'd go with a VPS due to the guaranteed resources and more reliability of the service
