On a proxy you can login to use the IP of the proxy, that means all action you done on youre computer will be hidden by the IP adress of the proxy.

And a VPS is a virtual private server, so you can have a virtual desktop with windows 7 or what ever system. so this give you the ability to make stuff (run programs) on the server. the server is running 24/7 it dont care if youre computer is offline or not
