why not integrate a chat room in the forum itself,
instead of using third party chat rooms

i have seen many forums which have that functionality

The higher ups think it will lead to less forum activity, less posts made.

nope
chat rooms can be used for solving small doubts and questions

where as forums threads can be used to get detailed explanation on our problems

this will reduce repetative threads that are made by newbies like "my youtube video got deleted,please help"

also since chatroom is integrated inside the forum that means no loss of traffic
