Paradoxium,

A backlink is a link of your own website inside and outside your own website.

Off-site backlink, your website name is slamdunk.com and the website nba.com mentioned your website link in their article.
In-site backlink, your website name is slamdunk.com and in one of your articles inside the same website, mentioned your website link in it.

I hope I said it clearly xD

Regards,
Mesina

Yes,

If a highly ranked website or authority site (.edu .gov) has your link in their website, it can help your site get ranked better.
