Maybe twitter or vk will be more flexible and maybe I could try some cpa promotion through a landing page on those sites.

Dating offers with a fb page with pics of girls on swimsuit. Not porn. And the problem now is that surely my ip is "blacklisted" on fb, because the past week I created another fb account and after post just 3 pics of girls on swimsuit once again fb gives me another smackdown and ban my new account without any explanation.

Yes, I understand your situation. But as I told you the reason is - account level of trust. You created account and started posting some girls photos, it's not porn, but erotic is bad too. Plus, no need to forget about copyright - If you take some magazine's photos you should post where you've taken this picture and give a link on the source of it, if you posted real photos, you can be banned bcs of someone's t complaint that you've used this photo without agreement. If you want to decrease FB's attention to your accounts - read about FB policy and about account trust level too, and try to follow the rules or find a way to avoid such moderation.
