Why are CPA offers country based?

Why are CPA offers country based? If I have a FB page with 1k likes for example, I can't post an offer there because a lot of these are [FR] or country based, why is it like this, are there offers that aren't country based if I can't get traffic specifically from a country?

I come from a PPD background, I've never really dealt with CPA.

Yes you can get non country based offers. Check out Clickbank, they are the big old CPA Network.

Some networks have worldwide surveys, but usually they are not converting so well.

The answer is pretty simple: At certain CPA networks the advertisers don't want to target all countries, e. g. India, Pakistan, Afghanistan etc., because the advertiser has no products for these countries or the countries don't convert.

PIN submits like in France are forbidden by law at some countries or don't convert very good at other countries.

But you could have a look at the classic affiliate networks about worldwide offers, some of them are allowed to promote incentive.

If your traffic source is not 100% geo targeted to your offer then your best bet is to run a landing page with a content locker. Some networks out there have offers for all countries.

Simply put, the offers are based what what the paying advertiser wants.
And "most often", advertisers would want customers from the same country they are in.

Example:
If a shop owner (the advertiser) is in Alaska.
Would it be wise to advertise and sell fur coat to people in Egypt or in Qatar perhaps?

Secondly, advertisers in FR do pay more on online marketing to drive their business up.

Thirdly, FR customers do really have the money to spend too.
