What to look for in a SEO service?

When you want to rank a website, let's say a low-medium competition niche without or in combination with churn and burn, what should you look for in a SEO service? What kind of links could make a difference and any other tips?
I'm a bit lost at the moment because i see a lot of SEO gigs that say will improve my ranking, but i don't know what to look for in them. This question is about seo gigs not including churn and burn.

There are 3 types of links:
1. PBN
2. SAPE
3. Mix of everything else that you can make manually/GSA SER (bookmarks, article directories, web 2.0's, videos, pdfs etc)

First 2 deliver massive link juice and trust, 3rd is just there for anchor diversity and link diversity. Most people just sell 3rd type, some make it reasonably priced, others put retarded price like $100-200+.
Overall, don't expect any significant (in a lot of cases none) results by just using free types of links that anyone can make with manually by registering on site and placing link or with GSA. (unless you try with massive quantity and spam, again nothing is guaranteed) They don't have any value/link juice/or any metrics at all, they are just empty spammy links.

There are 2 main methods in BH:

1. Churn and burn, go for WordPress/blogspot/wix, create website with good on page, unique 300~700 words article and much more (search about it.) when you're done your site, go for HitLeap.com send some traffic, send around 500 socials from Addmefast.com (500 fb likes, 269 fb shares, 423 tweets, 220 retweets).
make sure you have random amount of socials between 200~500 so It's will look natural. now you need the spam links, Create somethings like 30K Links in low comp niche, It's should cost somethings like 20$, you'll rank very high in somethings like 1~2 weeks, after 2~3 months you'll lose your rank but you can probably make around 150$ in 2 months from each site.

2. the second thing is what 95% of the BW guys are doing, that's how you'll rank in Competition for as long as possible. (based on Night_Wolf's words)
go for Forum discussions are not allowed here., found service for link diversity, he will create you many type for links, It's should cost 100~150$, that's the first step.
then after 2 weeks add some high pr service, the're a lot of high pr websites there, I like to combine between normal high pr links, and high pr blog posts (super useful). the high pr links could cost 120~400$ per month (depend on the amount), and the high pr blog posts (100~400$) again depend on the amount.
That's basically what's this game is all about, if you can't create your own links, you have to pay a lot of money for other guys, It's will probably take you 2~4 months to see somekind of results, you have to invest over 1000$ before you'll make any profit (depend on the niche but in general it's true).

1 more thing, you can also rank websites in low comp keywords using the #2 method without invest too much,
somethings like 1 time payment 100$ for the diversity and another 200$ for the blog posts, with good website, that's will give you niche results.
