Tier 1 are links directed to your site. Tier 2 are directed to your tier 1s and tier 3s directed to your tier 2s.

Tier 1s are mostly contextual links. Most prefer web 2.0s as their tier 1s. It is highly recommended to use only unique and high quality content for your tier 1s to pass human moderation and avoid deletion due to spam. Tier 1s are buffer sites that pass link juice to you site. These tier also serves like a barrier once google decides to penalize your links. You can simply delete or remove the links to recover from penalization.

For tier 2s, some recommend contextual links as well unique spun content. While others use all types of link and spam. These links should be directed to tier 1s.

Tier 3 are mainly spam spun content. Just blast any link yo tier 2s
