Maybe it will sound a dumb question to those who know what is this, but there are many affiliates like me who doesn't know what is incentive and non incentive offers. Should the affiliates go for incentives or non incentives offers?

What kind of website offer these incentive or non incentive offers?

Can somebody please shed some light on this?

If you do something such as "Sign up and get this free package" or "register and get 10% of at XXXXXX"
If you give the user any sort of "kick back" then that is an incentive.
Incentive offers means you can give targeted people reward to complete.
Rewards include good content, virtual points, cash
content locking can be done with blog and content site.
Virtual points can be done on facebook social APP
cash incents can be on GPT sites.

Incentive = You giving the User/Visitor something back to fill out some form, or to buy something or what ever... So like Paid2MakeThisAndThis

Non-Incentive = Only pure advertising.. So you cant offer users, nothing that they buy the products or enter the mail into the form what ever... the user/visitor hisself need to make it without any "help" from you.

Incentive means a motive. If you don't offer and "incentive" to the visitor to complete the action (be it an email submit or a sale...) then this is called non-incentive. The only way to do that is by advertising offers directly. Incentive is easier I would say since you can choose the incentive but it's a bit hard to scale if you select the wrong niche. Non-incentive is hard to get right but easy to scale with media buying etc.

Incentive means that you're giving users an incentive to complete an offer.
Ex: Complete a survey to get this CPA landing page

Non-Incentive means offering the user no incentive to complete the offer. Essentially you are showing them the offer, and they WANT to complete it.
Ex: You put a banner for eHarmony on a dating site

CPAgrip or Adworkmedia for incentive and Maxbounty - Peerfly for non-incentive offers. Of course that's just my opinion :P
