Is a special way to say something that all governments and people think, a "message" that will be and was in the language of every State for THOUSANDS of Years.
I'm really skeptical, no one of you know what it is.
I hope that this conclusion won't hurt you, but the "<" was discovered by Maya and meant "Matt Cutts".
"4" is a way to hide the secret message in opposition of the more common <3. In fact, "<3" is like "I love you", and, you know, a square has 4 sides, a triangle has 3 sides; you should know that 3+1=4, and, you know, every even number +1 = odd number, every odd number +1 = even number.
So, <4 is the exact opposite of <3, and it means "Matt Cutts I hate you".

P.S: I'm joking lol, the 99% of time that I see that is just for a fail in writing
