Not true. You can test with $20-$50. You don't need anywhere near $1000.

Lol I wonder where he got $1,000 from. I test most if not all of my campaigns with $5.

They key with facebook is to be as highly targeted as possible. I love facebook because of all of the user data they provide you and how affordable it is.

In my experience fb ads are very expensive when you target specifically and the ctr is low compared to other traffic sources. Im sure there are tricks but you need to drop a few grand to learn like anything else.

The thing is, Facebook blocks most of the direct offer URLs of the CPA networks.

There is a way around this which seems to work well for now, however no guarantees. And that is to use iframe like you said. Get your own domain, load the CPA offer URL as an iframe and Facebook representatives shouldn't have any problem approving it unless that offer page is throwing some popups or such which is against Facebook's ad policies.

If you are wanting to promote those users different offers in future, then it makes sense to create an optin page and collect their emails using email services such as Mailchimp, Aweber, etc.
