hi there I am UK based does that limit me to only being able to promote UK offers? By that I mean i understand, if the offer is UK only then only UK traffic. However I can by various means market to USofA traffic or indeed any country if needs be. So the main question is can I market to different countries apart from my country of residence?

Ofcourse you can target diffrent countries, almost everyone does it.
That's why some people are targeting France, it's harder put the leads are higher.

Thats great. What happens to me though is when I select any offer from outside the UK I get a warning saying "Note: This offer is NOT available to "(GB) United Kingdom" traffic." Thats OK as I would not target UK traffic. Then though if I test the link in my browser it falls to my UK offer. Is it because I am in the UK and if I were sat in say, the USA as an example they would see the correct page? Thanks in advance.

it only means that the offer you are looking at will only show to people that have an IP of that specific country, not to people from the UK... It has nothing to do with who can promote it or not.
So you wont be able to see it since your IP is from a country not supported by the offer you're trying to open, but you can do it by using a proxy or a vpn, for example.
