Starter Question , What after making website ?

Hello ,

How are you ? Smile iam new to seo journey reading about it for 3 months and didn't take any action.
Today i have created a website in low comptetion niche ..
Organized seo with unique content and made robot.txt file and sitemap allowing googlebot to index the content
But idk whats next step .. How google would know about it ? Should i submit it to google ?
When should i start making backlinks ?
How can i rank ?

You can submit your xml sitemap into webmaster tools or start doing backlinks on relevant reputable websites, google would find your website through that backlinks.

i submitted it to google and it got indexed but didn't rank anywhere in the targeted keyword

Your website is brand new and without any "juice" it will take time (and backlinks) until you'll get a good position in the search results.
