The problem with PPI is that sometimes anti-virusses pick it up as a virus, which results in removal of the program ofcourse and will get you those unsuccesful installs.
Another thing would be people who open the installer then click 'decline' to all those ToS's of the toolbars,ads,spamware stuff. As they have to agree to it in order for you to make money.
It also might take a while before it gets send back as successful. Maybe some of those users opened the installer and did not continue the installation.
Fourth option, your installer may have some problems, I suggest you open it on your own pc with sandbox (Sandbox will keep everything in a special segment of hard drive, don't forget to DECLINE at all those ads,toolbars etc.. so they won't get installed! )

Depends what country those installs are from and still he is talking about the installs not completing, even with 1,000,000 installs per minute, if none of them complete your earnings will still be zero.
He should see some revenue on those installs. Atleast, if they complete ofcourse.

Other reason can be that the submitted software was not accepted and you need to edit or change it to new one.

Same to me happens a lot of times. Users download your exe but then they just abord the installation
or it gets automatically canceled by their anti-malware or antivirus.
