How do you rent out a website to local business owners which you rank for? For example If I rank a website for local dry cleaning, and a business owner is interested in the website, do I just then add links from my ranked site to theirs and just charge them a fee? Or what? I assume I will still own and control the website, correct? I'm just a little confused about how to conduct the transaction.

You could just add there links from your relevant ranked sites and charge them for providing backlinks.
