Quick HTML/Javascript? Website Question

Hello, In my website there is a section on every page called "recent uploads" And I was just wondering if this section will be automatically updated if I only updated one page and all the pages will update as well opposed to updating it on every single page.

I know this can be done on wordpress but I just feel that wordpress does not have as much customization freedom as coding your own html does.
