Are you meant to target forums relating to your niche, or just high PR forums in general in order to get your site ranked higher on Google?

Don't bother, forum profile links are so weak that they are not worth 1 sec of your time.

Forum links and ranking higher don't belong in the same sentence ^^

People you can't do blog comments and make forum profiles and expect to do proper SEO and expect any results

Well that's not completely true. A dofollow high PR backlink is dofollow high PR backlink.
If the link is nofollow you're wasting your time.
