Payoneer Problem Please Help

Looks like you need to receive additional payments before you can make payments for free.
Read our blog for more details.

The To Recepient Email is enabled
but
the rest of the textboxes was disabled

It seams that you need to receive some payments amounts, probably from some company before you can send money card to card.
As I know, nowadays you have auto-approved Payoneer CC from start, able to do card-card money transfer.
Also you may not provided all of info that Payoneer request from user on your account.

I cant be sure what caused this due to low info provided, but you definitely should:
Log in on your Payoneer account and contact support via live chat.
Check when live chat works (time zones) and talk to them, I guess that only support can solve this for you.
