I'm just wondering, what are the requirements to get partnered on youtube?

I have one video with 4k views and 500 subs, will that be enough?

If you're living in a country where YT partnership is supported, you can immediately sign up for it!
If, however, the program is not supported in your country, you can always get partnered with YouTube networks such as Fullscreen.

If I were to sign up immediately, would I be able to easily switch partnerships later with networks such as Fullscreen?

don't go for direct partnership with youtube , take a good trusted network.
^There are so many people saying that ( me to)
google "youtube networks" and search for a network you like there are also lots of forums about youtube and networks ( i can't say any but google is your friend)
but they look if your views are real like 1 video having 10k views and other videos 10 views ...
they also look at subs , cus you may have a video with 10 k views , but who is gonna watch your next videos???

When you go sign up for partnership, it'll say on the sign up form how much videos views, subs, etc you need usually.
