Offer Payouts?

There is an auto insurance offer that pays $1.80 and another one that pays $8 on the same network. Its basically the same thing, how can it be much higher payout?

Also says nothing about a credit card:

I dont think its an error as they have similar offers to this one with similar payouts

When there is a higher paying offer, normally it means there is a longer path (more info is needed for the offer to convert). If they both have the same "conversion point" then it could indeed be an error, but most likely one has a long path.

of course there is a credit card submit but they don't want to tell you
try to do the survey and you will find that they ask for cc

I did. I went as far as getting the quote..to the last page. Nothing about a credit card
