Manual, because you have full control of your SEO campaign and you decide which backlinks you wanna link with your website.
Less chance to take a penality slap in the face !

Only manually.

GSA SER, Churn & Burn, PBN's and SAPE links are considered as spam. If not this month then next month.

The only way to be successful on the long term is to avoid using spam techniques.

So by saying this you think it's safer and better to build quality backlinks manually on random websites than using PBN?
I've never had nor used a PBN. I always build HQ backlinks and if I don't rank, just make some more. Also I throw some social signals.

And better than "random websites" are the websites your competitors are using. So always have a look at their backlinks, e. g. with a hub finder.

Are you suggesting shadowing your competition and making backlinks in the same areas they do?

What if a niche is full of gsa spammers, you dont really want to follow them right?

Well I guess you can see if your competitor did a pure spam or a safe technique. Then you decide if you're going to make the same backlinks. If they all do GSA spam, then you go and perform better than them with quality backlinks.

I outsource all my link building process to guys who use tools.

I'm focusing more on manual links now. It's hard for google to deindex web 2.0s. It takes more of them to rank than PBNs but for long term it's worth it.
