Is CPA Marketing illegal ?

This might sound stupid, though this is my first day entering this community and I'm curious, is making Landing pages (for example Free Minecraft account generator or Clash royale resource generator with big quotes) illegal? I'm trying to not get any trouble making these websites. Thank you for reading

It's like this... if you give (offer) someone something that is not illegal, what YOU choose to actually give them is down to you. Say someone searches to scam a games company now that is illegal, so who's in the wrong, you offering something to someone searching for it?, or the guy that is looking to rip off the games company. Give the end user something of value and you won't get any headaches, that's the key here. Keep the advertisers/end user happy and it's win win. Some will tell you it's illegal, others will say otherwise. It's not illegal.

Whilst it isn't illegal, scam enough kids with coin pdf's and eventually one person will tell daddy who has a friend that's a lawyer... 

If your logic was correct, torrent/streaming websites wouldn't be shutdown and actioned against.

You face three difficulties when doing game hacks:

1) Fraud - You are most likely leading them into your website with some sort of creative that implies they will generate the coins on your site, this is definitely fraud (unless you take away the implication in which case your CTR for your ad or video or whatever will drop immensely) 
2) Civil court disputes - The pdf you're offering at the end can be disputed as unreasonable quality, and if you're doing pins, this can place an immense amount of pressure on you in court
3) Copyright issues - EA, rockstar, King etc they are all lawyered out of their assholes and inevitably at some point of your campaign you will be breaking some copyright violation. This is the most dangerous one imo if you are looking to scale. 

I think the only scenario where you don't have to worry about the above is if you live in a developing country, but definitely think about it if you live in Europe. Europe has strict advertising regulations...
