Is CPA Marketing actually SCAM marketing?

Yes i know it's scamming, but it's not! because every major company is doing it...
Here they sell you a car for "€250/month" that's what they advertise
without telling you that you'll first have to pay 10k€ to get started, €250/m for 65 months then a final payment of 7k€...

short answer YES but not just cpa marketing
all kinds of marketing involve deception or lying in one way or another
just look at the most popular marketing techniques and you will almost always find a degree of deception and lies
the .99 tag, using sex appeal, using scarcity, using social proof, word phrasing etc
you probably don't think there anything wrong with these, but all of them use psychological games on the customer to trick him into buying the product

A good thing sells itself, a bad one advertises itself
