How Do I Make A Background Image? [HTML/CSS]

Hey guys, I need to set an image ive already got as the background image for my site. Just normal, not so its fixed and the text and stuff scrolls but it doesnt, i want it to scroll with everything else. I would have just simple text and a few images maybe over it, could someone post the basic way i could do this? Thanks!

background-attachment:scroll;

This should do it.
If it doesn't work just try adding
background-attachment:scroll !important;

That's the Css i used on my blogger.

Code:
body {
    background: url(http://imagelink.com/photo.png) no-repeat scroll center top #000;
    background-repeat:no-repeat;
    background-attachment:fixed;
    background-position:center;
