If there is loads of authority sites on the first page but none of them have keyword in title, body, anchors and just no on page optimization for a specific keyword but it is still relevant content. Ie it is content on blenders for example, but the keyword I want to rank for with an article may be hairy blenders england, the top pages ranked for this keyword aren't targeting this keyword, so if I fully optimised my srticle for this keyword, would it still be really hard to out rank the competitors who are authority sites in the niche?

Its depends how much monthly search have your keyword. How much?

Long tail of around 200, pretty irrelevant though..
