Does anyone know any good SEO services these days? The once I used before lost their quality so I don't know what to buy anymore since I'm outsourcing everything.

My advice is that you do it yourself and don't risk money on services, the chances are you will get screwed over at some point and by then you have spent tons of money. Build your own network and mix it up with some 2.0's, perhaps outsource the articles/network and then drip-feed some links without over doing it.

Do you have any articles that you know about building your own network safely?
