What gov backlinks are they?
First glance It looked like a spam site, still could be the case.

Hmm I asked about type of links.
I doubt this domain has 'legit' links but whatever check the anchors,archive.org and if the domain doesn't have super spam links you might have a chance selling it for a few hundred $ to people who value PageRank more than any other thing :)

You either got SUPER lucky or the domain is spammed to death. 250k links from 6k domains is a bit suspicious. But I might be wrong. Where did you find this op? expireddomains.net?

PR means "fuck all now" that is right and there are shitload of idiots out there who still buy spammed to death overpriced domains and use for their super powerful PBNs.

@OP you said that this domain was of an old site that was pretty popular, your domain got good metrics, shitload of links and considering that it was a pretty popular site it probably has a good amount of LEGIT powerful links (even though I doubt that your domain isn't spammed).I advise you to use this domain for money site, find a few low comp niches and post some unique content on them and see if you rank anywhere without building links.
Having an authority domain gives you a huge advantage over your competition in SEO.
