Unfortunately at Germany there are many organized structures (Mafia style), mostly from Eastern Europe. They pretend to be injured, but get picked up by big cars in the evening (without any injury). They also violate the law by begging inside of restaurants, supermarkets, public buildings etc.
So if somebody is really hungry, I tell him/her to go with him/her to the next bakery and buy something. But in 99 % of all cases they reject my offer, because they just want the money for their organization.

Same thing here in Serbia.. Me and my crew find people that need money from time to time and than help them.. But on the street its really hard to tell apart who really needs it and who is doing it for "organisation"..
