Homepage PR affects the authority of your whole website. Therefore a high PR homepage will really help you rank new posts / pages

Ok, first PR is a dead metric, it won't get updated anymore, stop using it and looking for it. Is super old and it didn't update for a long time, it doesn't mean almost anything right now.

Let's say domain (homepage) has a lot of quality links pointing to it, and great stats such as trust flow etc. Now, if you get a link on it, you will get that link juice too flowing to your site.
If you get a link on the inner page which is freshly made, than that's almost useless because that inner page doesn't have any links pointing to it so it doesn't have any link juice to transfer to you.
This is a case when buying PBN links, when you buy PBN posts your link stays on the post on the homepage for few days up to few weeks, than it gets rolled off to inner page and at that point you don't get any link juice anymore.

ok man, so a backlink from homepage is the most powerful kind of backlink right? and this is use by PBN networks.

are 10 backlinks from homepage from different sites will have an impact to my site?

Yes, homepage links are the best.

Of it will have an impact - how much depends on your current position, rest of your links, competition etc etc

You seem to be confused bout Night_Wolf's advice.

First link juice is attributed per page basis, so you have to understand what's DA and PA. Your DA is also a PA, since home page is a page too, but your other pages will always have a brand new PA, and if it's link to the homepage (DA), the link juice will be passed. That is why homepage link is always the best since you get direct juice from DA.

Regarding your specific question, Bitly uses it's sub pages PA to redirect the link, not DA, and link juices is diluting to millions of pages from DA. Hope that answers your question.

Yes, if it's a 301 redirect, this will count towards your SEO score. Search engines currently give credit to the permanent redirects.
