PPI -> CPA works best for me. It depends on your niches. if you do game h@ck niches, I recommend starting PPI because if the user is presented with a file/link locker right away they would turn away because they are starting to get saturated. PPI isn't as saturated and is more stealthy if you will.

You bundle your software (say your VB app) with their installer and they go through a whole process giving them two options "Recommended Install" or "Custom Install".
Recommend Install means "We install our advertiser's software on your computer along with your desired content."
Custom Install will give the user a checklist of all the advertiser's software and they can uncheck what they don't want.
From my PPI experience, about 10-15 pieces of software from advertisers are installed on the user's computer, so if you play your cards right, you can be looking at $7-$10 per user.
