Backlink question

okay, I looked up a competitor's backlinks and he has 150 backlinks to his home page (multiniche site)
I see that he is posting on Userscript forum topics with his website, thus creating a backlink.
I see that ~40 of them are backlinks are from another blog, with this guy's blog on their blogroll.
I also see he has posted a lot on random unrelated websites, most being vacation directories (not 100% sure, most are in different languages) Like this: http://www.location-vacances-europe.com/.../?page=158

Is this an effective way to get backlinks? I would appreciate a response ^^

If you have good website and you want to invest then best way is to go with High PR Niche permanent blogposts. Yes they are expensive but they are best. Also high pr niche guestpost are great. I also buy some high pr manual-made social bookmarks (all with different and unique description and account).

No.
I mean sites like reddit, delicious, stumbleupon, diigo, bruher etc.
twitter and facebook are social signals.
