Say I want to rank up my video, how many of the following should I have put on my video per day. I don't want to get the video removed, and I'm not really limited by money as far as high retention views.

That depends on the quality, And your competition.
It's diffrent for everyone, So your best bet if to keep boosting it and check it everyday wich rank you are.

High competition in my first niche. I'm just looking a number that isn't too much, but won't rank me too slow. I think I read somewhere that 300-400 high retention views per day is good, but I want my likes and comments to correlate with my views so everything looks nice.

Any amount is good. But I recommend using a delay, for example for comments if its a big saturated niche set the delay to 12 hours or even 24 hours. You will be surprised how well ranked your video will be after just one week. :) (Be careful where your views are from, you may end up with a deleted or poorly ranked video! - I recommend the superexpensive enhanceviews views or hitleap premium views with 90 seconds and traffic source youtube/google/facebook!)

Just keep boosting a few hundred views a day. along with some like and comments.
Make sure the views are spread, Not released all in one if you get what i mean.

Yeah, would look fishy if my vid sits for a couple days, then jumps to 10k, then slows down. Just needed to confirm that I'm not over/under boosting with the 300-400 HR views per day.

I'm currently having an break with CPA. But i've heard that Backlinks also helps towards ranking your videos.
