Adding a .GIF to a static image (.jpg, .png, etc)

Hey everyone and Merry Christmas. I'm working on some new banners and i'm trying to figure out how to add a .gif image to one of the static images I've made. I'm using Paint.net but I have Photoshop as well but can't seem to figure out how to do it using either program. Looked on You Tube and Google'd around but can't seem to find anything that explains it correctly or isn't out of date. Thanks in advance.

lol you cant add gif to static, you can only do opposite

What are you trying to do exactly ?

I'm just trying to make a 300 x 250 banner with a gif on the side and some still text. Think of like what you see on porn sites.
